Not as daft as it looks Nasa,i believe ,were looking into this years ago together with a space cannon. Now that Graphene is available that maybe possible as the original report said one of the main problems was (as always) weight to strength ratio). Note somewhere on the net you will find pics of the cannon in action - wild

It a helium balloon can take one man (Austrian) that close to space maybe the elevator could start from that point onwards   - who knows
