Stellarium is free - I've no idea why it's being charged on app store. Use the link I provided and you won't have to pay anything. It's not just a chart - it's a full live graphical planetarium. :)

The best or easiest part of the sky to see it is straight through the summer triangle. Through Cygnus is a particularly good area due to all the concentrated areas of dust that make up the Cygnus Rift.

To enjoy it though you will need to get away from as much light pollution as you can, then it really does stand out well. That said, I could see it on a very good night from a couple of miles outside Derby city centre and I can see it occasionally from my back garden here in Sandiacre. It's not easy though, and if you didn't know where and what to look for you would never know it was there. Get to a good dark place though and it'll be quite obvious.

In short, any time Deneb, Vega and Arcturus are up is a decent time to see it, small lunar phases are best.

You can't see the centre of the Milky Way from anywhere in the UK. I've seen it from Brazil. I've never seen it from Chile, as we've always visited my in-laws around Christmas/New Year. I live in suburbia and can see the Milky Way every clear night from May to December. I can sometimes see it during the other months but it has to be exceptionally clear. Just look overhead when it gets dark. OK, this photo has been digitally enhanced but it gives you some idea:

Lyra is on the top right, with Cygnus in the middle.
