Voltage difference?

For the last year I have been using a Maplin power supply (small) with no problems. I checked the voltage today before trying a large power supply i got from John a couple of weeks ago. Using the Synscan handset it read 11.4volts but everything is working OK, dew heaters, fan mount. After connecting the new power supply I checked again and now get 13.8 volts and again everything is working OK. So whats the lowest voltage needed for everything to operate? Interested in your comments please?

i had a little plug in gauge for my battery, not the most accurate gauge by any means but when that dropped to just under 11 volts the mount red light started to flicker and it used to do some strange slewing routines

What Rob said above, if my battery gets flat the mount LED starts to flash and if I check on the handset it'll read around 11.5Vdc.
