They already began the civil engineering side of it in June this year, so hopefully there's no going back. Part of the agreement to build a scope up there, is that if and when it's decommissioned, the site has to be cleared back to how it was to start with.

A friend of mine has just returned from Chile, he visited the Atacama desert and said that the biggest open-cast Copper mine in the world is causing low level dust problems there which they are trying to solve. Mine is 3km wide and 1.5km deep!!
